You can now notify a user of new incidents via email without making them the default assignee.
You can setup this feature by going to the Default assignee section of the Setup -> Workflow page.
You will only be able to set a user for notification if the Default assignee is set to None. If a Default assignee is set the notification options are controlled by the Notifications options under the Setup -> Notifications page.
